According to the definition accepted by General Conference of UNESCO education is a process and result of personal abilities and behavior improvement due to which a personality achieves social maturity and individual growth. An education is a moral face of a human; it is being formed by influence of a number of universal and professional knowledge, technology of its application in society while teaching and self-studying. Development of educational sphere is an important priority of every country, as the education plays a significant role in the process of intellectualization of labour what impact complex processes of transformation and modernization of modern world. Recent research and publications analysis. In the science of our country a process of training officers and specialists in civil defence sphere was paid enough attention by Ukrainian researchers [1,2,5] who tried to reveal history of its establishment and development, as well as the analysis and improvement of state educational management. [3,4] Paper objective is to analyze basic governmental mechanisms of management and development of professional education in modern Ukrainian society. Paper main body. The technology and mechanisms of the state education management is a consistent aimed process which has cyclic character and is formed by its functions: certain types of management activities which provide formation of the methods and means of managerial influence on educational sphere. The management education functions have been formed in process of creation of brunched structural and functional educational system of modern

2 society; they reflect an essence and contents of managerial activity on each management levels of this sphere. Modernization of the state management system implies introduction of an institute for measuring and estimating the results of activities in educational sphere, creating a national system of monitoring education quality, also it implies determination of a managerial decisions efficiency and influence of theses decisions on education quality in Ukraine. Realization of these guarantees is based on application of a higher education standard system as a normative base of higher education functioning what determines general principles of pedagogical activity in higher education field. Today a deep research of each above-mentioned direction should be exercised as a holistic approach to solving the problem of civil defence specialist training for activity in extreme conditions according to the requirements to them and conducting reforms of the organs of state emergency service of Ukraine. As far as effective emergency specialists activity is possible only provided full preparedness to an emergency, while actions in such situations must be carried out as a norm, the professional training for activity in extreme conditions should take into account the modern world trends, development principles of the whole education system and the professional training system in Ukraine and over the world, as well as its theoretical and methodological aspects, contents and complexity of the tasks. Conclusion of the research. So, nowadays an educational sphere is extremely important in intellectual development of humankind. It is one of the most important priorities of every country, as education plays an essential role in the modernization and transformation processes of today s world. Therefore modern education requires new approaches to its management. The management of educational field implies determination of the aims, tasks of the educational institutions, their constitution and formation, providing its formation and organization of decision-making in educational field, support of functioning and controlling the educational establishments.

Today domestic forces of natural and technological emergency take a new stage of development and it is caused by reformation of civil defence service of Ukraine and by the conditions of establishment of state independence. Accordingly a system of specialist training in higher education institutions of State Service of Emergency of Ukraine requires its reformation together with the demand of such institutions which has been evoked by urgency of realization of the population and territories protection purposes in Ukraine and abroad. Recent research and publications analysis. In the science of our country process of training officers and specialists in civil defence sphere was paid enough attention by Ukrainian researchers [1,3,4] who tried to reveal history of its establishment and development, as well as analysis and improvement of state educational management, from its beginning. Paper objective is to analyze a condition of normative and legislative reformation of the system of specialist s training for State Service of Emergency according to new education standards

5 Paper main body. The system of learning and training specialists for State Service of Emergency of Ukraine is considered as a compound part of the national education system. Its task is to provide training specialists according to that range of specialities and that quantity, which are required for formation of a modern civil defence service. Establishment of the elements of the learning system in educational institutions of State Service of Emergency is closely related to creation and functioning subdivisions created to provide learning. Work in this direction has been started since 90-s of XX century from determination and realization a course for strengthening the departments and chairs by highly qualified lecturers as well as founding new departments for provision educational and professional training of future rescuer-officers. Contents of education demanded changes and improvement, because that was an official agency-level approach to contents of learning plans and programs which predominated in the different educational institutions. Foundation and reformation of the system of learning and training specialists for State Service of Emergency of Ukraine require as well as declare the principally new approaches to education development they are innovative presentation of specialist s place in the modern informative world in conditions of the world s integrative processes and local conflicts; following the principles of psychology, pedagogy, sociology, informatics, law; implementation of functional modeling on the base of the given tasks and functions for creation of the system and for definition of management process. Conclusion of the research. Main directions of activity in the professional education field are following: improvement of the management system, formation of List of Speciality and Specialization Training, organization of training on specialities close to civilian in non-military educational institutions, definition of new approaches to education integration and normative provision of it, widening the scientific researches on psychological and pedagogical issues of the professional education; methodological provision of the learning process according to the new qualification characteristics and educational and professional programs,

6 development and introduction of centralized, regional and local automatic training management systems.
