2 Current issues of science in Kyrgyzstan Low state funding of science ( 0.12% of GDP) Universities are oriented mainly on education and their participation in science is reduced Outdated scientific equipment Aging human resources: Average age of candidates od science exceeds 45, and doctors of science - 60 years. Scientists younger than 35 made 17%, younger 45-33%. The outflow of personnel in other economy sectors Science is isolated from industry, the lack of demand for research and development from industry and business structures

7 Development of PhD programme Based on materials and principles of creation of European scientific space within the frame of the Bologna Process The goal is to ensure the balance between teaching and research activities, to contribute to wider scientific, educational and methodological training, and to academic mobility of teachers and researchers. 8 Principles of PhD programme The core of the programme is the original study Interdisciplinary study providing innovation and creativity Focus on results, expressed in terms of competences Accordance with the European Qualifications Framework of higher education Learning outcomes for doctoral programs must be designed in close relationship with the results of previous cycles Internationalisation of doctoral programs

9 General requirements to PhD programme Master degree or a specialists diploma Entering tests on English language and main subject 3 years of study, 180 ECTS 1 local with 3 publications in journals with impact-factor (?) and 1 foreign supervisor Research results publications in peer-reviewed journals cited in Scopus or other foreign database (?) 10 publications in local journals listed in KNAC (?) At least 1-month training/research visit to foreign supervisor s laboratory (?)

10 Challenges in the pilot project Lack of human resources: Skilled supervisors with proficient English language and publications in foreign highly ranked journals Potential doctorate students with proficient English Scientific equipment, especially in Environmental Health Access to scientific database

11 Recommendations of working group Creation of a training centre for PhD students of universities in Bishkek: English Language courses Survival skills for researchers (preparation of a research proposal, a scientific article, a presentation etc) Research methods Statistics course Knowledge management course Creation of a special fund at Ministry of Education and science for PhD grants

15 PhD programme in Environmental Health Expected: At least three PhD programmes in areas of Environmental Health developed in CA: in Kyrgyzstan, Kazakhstan and Tajikistan At least 2 PhD students entered from each participating university Present results: Introduced 2 PhD programmes in Kazakhstan, 1 in Public Health - in Kyrgyzstan; 1 developed and ready for introduction in 2016 in Tajikistan 4 PhD students in Kazakhstan, 6 students in Kyrgyzstan; 4 potential candidates in Tajikistan

17 PhD programme in Public Health 8 PhD research projects developed 2 joint research proposals submitted to Kazakh Ministry of education and science, 1 joint proposal to ISTC (Moscow), 1 try to Mary Curie ITN project 4 students from ISM, 2 students from OshSU entered to PhD study from 12 candidates The study started. Individual working plans and agreements with local and foreign supervisors are to sign by July, MoU with 3 private enterprises are signed
