He is an academic authority on public service management and is a part-time Commissioner of the Public Service Commission of Canada. During the course of his public sector career he has been Assistant Secretary to the Cabinet for Program Review and Machinery of Government in the Privy Council. At the University of Ottawa, Dr. Zussman has been Assistant and Associate Dean of Graduate Programs as well as the Dean of the School of Management from 1988 to More recently, he was President of the Public Policy Forum from 1996 to 2003 and served as Executive Vice President and COO of EKOS Research Associates Inc., a public opinion and public policy research firm located in Ottawa. In 2003, he received the Public Service Citation Award by the Association of Professional Executives of the Public Service of Canada (APEX) in recognition of his contribution to making the public sector better understood in Canada. Dr. Zussman is also known for his writing; he has written several books, including The Vertical Solitude: Managing in the Public Service. He is also responsible for a regular column in the Ottawa Citizen on current developments in public policy and he has a back page column in Canadian Government Executive. He completed a Ph.D. from McGill University, a MSc from Florida State University and a BSc from McGill University. Dr. Zussman is the President of the Canadian Association of Programs in Public Administration (CAPPA) and serves on the board of the Institute of Public Administration of Canada (IPAC).
2 Peter Aucoin Eric Dennis Memorial Professor of Government and Political Science and Professor of Public Administration, Dalhousie University, Halifax, NS Professor Peter Aucoin is Eric Dennis Memorial Professor of Government and Political Science and Professor of Public Administration at Dalhousie University and a Senior Fellow of the Canada School of Public Service for Government of Canada. His career includes positions as Science Advisor, the Science Council of Canada; Research Coordinator, federal Royal Commission on the Economic Union and Development Prospects for Canada; Research Director, Halifax Commission on City Government; and Research Director, federal Royal Commission on Electoral Reform and Party Financing. Professor Aucoin received his university education at Saint Mary s (BA), Dalhousie (MA) and Queen s (Ph.D.) A faculty member at Dalhousie University since 1970, he served as Director of the School of Public Administration from 1985 to 1990 and Chair of the Department of Political Science from 1992 to Professor Aucoin has served in an advisory capacity to all three levels of government in Canada. He has also been an expert witness in several constitutional cases dealing with election and referendum law. In 2000, he served as a member of the Peer Review Team for the review of the British Cabinet Office s modernization program. More recently, he was a member of the Clerk of the Privy Council s External Advisory Group on the modernization of human resource management. He is a member of the board of directors of the Institute for Research on Public Policy. He was awarded the 1999 Lieutenant Governor s Medal for Excellence in Public Administration by the Institute of Public Administration of Canada (Nova Scotia Region). He was the 2005 recipient of the Vanier Medal for exceptional achievement in public administration, awarded by the Institute of Public Administration of Canada. He is the 2006 recipient of the Dalhousie University Alumni Association Award of Teaching Excellence. Professor Aucoin is a Fellow of the Royal Society of Canada (FRSC). He is a member of the Order of Canada. Robert L. Brooks Vice-Chairman, Executive Management Team, The Bank of Nova Scotia, Toronto, ON Mr. Robert Brooks is Vice-Chairman of the Executive Management Team of the Bank of Nova Scotia. He joined Scotiabank in 1968 and has held a variety of senior positions in the Finance, Investment Banking, Risk Management and Operations areas. He is currently responsible for the Treasury Function for the Bank s group of Companies as well as electronic banking and cash management, insurance and corporate mergers and acquisitions activities. Mr. Brooks is Director of several of the Bank s subsidiaries and affiliates including Scotiabanc Inc., Scotia Capital Inc., Scotia Merchant Capital Corporation, Scotia Securities Inc., the Bank of Nova Scotia (Asia) Limited, and Maple Trust Company. Mr. Brooks holds a Bachelor of Science degree from the University of Manitoba and a Master of Business Administration from University of Western Ontario. He is a member of the Financial Executives Institute and a past President of The Empire Club of Canada. Mr. Brooks also served on the board of The Heart and Stroke Foundation of Ontario from 1993 to 2001, acting as Chair from 1999 to He has served on the board of The Heart and Stroke Foundation of Canada from 1998 and began serving as Chairman of the board in February 2008.
3 Sheila A. Brown Executive Director, Canadian Centre for Ethics in Public Affairs; Former President & Vice Chancellor, Mount Saint Vincent University, Halifax NS Sheila Brown is the former President and Vice-Chancellor of Mount Saint Vincent University, a position she held from 1996 until her retirement in She also held an academic appointment as Professor of Business. Since her retirement, Dr. Brown has maintained her connections to academia as a Professional Associate of the Centre for Higher Education Research and Development (CHERD) at the University of Manitoba, acting as an instructor in several CHERD programs. An Honours graduate of Cambridge University, she also holds an MA and Ph.D. from the University of Alberta. After completing her doctorate in the area of consumer behaviour, she went on to hold faculty positions in four universities. She was recently selected by the Atlantic Chapter of the Canadian Breast Cancer Foundation as one of fifty women honoured as The Top 50 over 50. She has also been honoured with the Queen s Jubilee Medal and received the Distinguished Member Award of the Canadian Society for the Study of Higher Education in She was selected five times as one of Atlantic Business Magazine s Top 50 CEOs in Atlantic Canada and in 2005, she was one of the first four inductees into the Top 50 CEOs in Atlantic Canada Hall of Fame. Dr. Brown served on the Board of Nova Scotia Business Inc. for six years and is an active volunteer in her community. She currently serves as Chair of the SEASTAR Society, is Executive Vice-President for the Leadership of the International Women s Forum of Canada and is a Board member of the Canadian Education Centres (CEC) Network. Fred Gorbet CIT Chair in Financial Services, Associate Director, Financial Services Program, Schulich School of Business, York University, Toronto ON Mr. Fred Gorbet is currently the CIT Chair in Financial Services and Associate Director of the Financial Services Program at the Schulich School of Business at York University. Mr. Gorbet has extensive experience in public policy advice and formulation, particularly with regard to financial institutions and energy policy. During his 25-year career in the Canadian public service, he has served as Senior Policy Advisor to the Department of Energy; Director of Policy for the International Energy Agency in Paris; Associate Secretary to the Cabinet for Strategic Policy; and Deputy Minister of Finance. Since leaving the public service, Mr. Gorbet has held senior executive positions in the life insurance industry. He has served as Executive Director of the MacKay Task Force; as Executive Director of the Saucier Task Force on Corporate Governance; as senior policy advisor to Credit Union Central of Canada on the National Initiative; and as the founding chair of the Market Surveillance Panel for administered electricity markets in Ontario. Mr. Gorbet serves on a variety of boards and committees. He is a member of the Advisory Council to the Dean of the Schulich School of Business and an Honorary Governor of York University. Mr. Gorbet was appointed to the Order of Canada in 2000.
4 John H. McArthur Dean Emeritus, Harvard Business School, Wayland, Mass. Dr. John H. McArthur is Dean Emeritus of Harvard Business School and Chair of the Asia Pacific Foundation of Canada. He is also a Director of Bell Enterprises, Koç Holdings, A.S. (Turkey), Development Gateway Foundation, Duke University Health Systems, e-rewards, Inc., and the Reuters Founders Share Company, Ltd. He also serves on the steering committee of the Advanced Leadership Program at the Canada School for Public Service in Ottawa. Dr. McArthur joined the faculty of the Harvard Business School in 1962 and was Dean from 1980 to He has also served as a Trustee in Bankruptcy of Penn Central Transportation Company, chair of the Brigham and Women s Hospital, and following its affiliation with the Massachusetts General Hospital, he served as the founding co-chair of Partners HealthCare System, Inc. He was senior advisor to the President of the World Bank Group from 1996 to 2005, a founding board member of the Canada Development Investment Corporation, and a member of the Task Force on the Future of the Canadian Financial Services Sector. A native of Vancouver, Dr. McArthur earned the Bachelor of Commerce degree in Forestry from the University of British Columbia in At the Harvard Business School, he completed an MBA in 1959 and earned a doctorate in business administration in He is the recipient of numerous awards and honorary degrees. Randall Morck Stephen A. Jarislowsky Distinguished Chair in Finance and University Professor, University of Alberta Dr. Randall Morck is the Stephen A. Jarislowsky Distinguished Chair in Finance and University Professor at the University of Alberta. Dr. Morck graduated summa cum laude from Yale in 1979, and earned a Ph.D. from Harvard in 1986, where he returns periodically as a visiting professor. He is also a Research Associate with the National Bureau of Economic research in Cambridge, Massachusetts, and a Senior Research Associate with Harvard Law School s Labor and Worklife Program. Dr. Morck has published over 70 articles on corporate governance, corporate ownership, corporate finance, and political economy in academic journals such as the American Economic Review, Journal of Finance, and the Journal of Financial Economics; as well as op-ed pieces for the Edmonton Journal, Financial Times of London, Globe and Mail, and National Post. His research papers include some of the first systematic investigations of corporate governance. Dr. Morck has served as a consultant to the Canadian and U.S. governments, the World Bank, and the International Monetary Fund on corporate governance and other economic issues. In 2006, Dr. Morck was granted the highest academic honour that can be bestowed on a faculty member at the University of Alberta: the title of University Professor. He holds numerous other academic awards for teaching and research achievements.
5 Michael Ornstein Director, Institute for Social Research, York University, Toronto ON Michael Ornstein teaches sociology at York University and has served as Director of the University s Institute for Social Research since January The Institute houses the largest university-based survey organization in Canada, and provides statistical consulting, data analysis and courses on methods and statistics. Dr. Ornstein has been active in the development, design and execution of numerous large scale research projects at the Institute, including the Quality of Life project from 1977 to 1981, the first Canadian study on knowledge, behaviour and attitudes about AIDS. His recent research is on ethno-racial inequality in Toronto, Montreal and Vancouver, occupational wage differences, age and cohort trajectories of earnings and promotion in Canadian universities. Dr. Ornstein s Politics and Ideology in Canada: Elite and Public Opinion in the Transformation of a Welfare State, co-authored with H. Michael Stevenson, was the 2001 winner of the Harold Adams Innis Prize for the best SSFC supported book in the Social Sciences and English. From 2005 to 2007 and again from Professor Ornstein has led, and continues to lead York s SSHRC-Statistics Canada sponsored Summer Program in Data Analysis. Jean-Marie Toulouse Professor, Department of Management HEC Montreal, Former President, Canadian Federation of Business School Deans, Montreal QC Dr. Jean-Marie Toulouse is a full professor with the Ecole des Hautes Etudes Commerciales and was appointed Director of the School on January 1, Dr. Toulouse received a Ph.D. in Social Psychology from the University of Montreal and was a Post-Doctoral Fellow at the University of California in Los Angeles. He served as Director of Research, Director of Ph.D. Studies and Head Department of Management before being awarded the Maclean Hunter Chair of Entrepreneurship in 1988, the year it was created. Dr. Toulouse has written several books, including L'entrepreneurship au Québec, Gestion 2001 and L'entrepreneurship technologique. He has more than 50 articles published in such leading journals as Administratives Science Quarterly, Relations Industrielles, Strategic Management Journal, Management Science, American Journal of Small Business and Gestion. Dr. Toulouse sits on a variety of boards, and was appointed Fellow of the Royal Society of Canada (FRSC) in 1997.
