2 European Joint Master Programme Consortium Partners The CEPOL European Joint Master Programme (EJMP) provides science based competences in a European community of practice. It is the first EU academic programme which aims at addressing common challenges of police cooperation in the frame of internal security. The programme is unique and complementary to the Higher Education Programme and to existing master of policing programmes in the EU Member States. The programme fully complies with the Bologna Declaration for Higher Education and the Dublin-descriptors, which are recognised by all Universities in the European Union. This alignment warrants the academic quality, coherence and consistency of the Master Programme. The European Joint Master Programme is organised and implemented by a Consortium consisting of 21 Partners appointed by CEPOL National Contact Points and Law Enforcement / Public Universities entitled to deliver a Master course according to the Bologna rules in the EU Member States. The first Master ( ) will be under the leadership of the German Police University and the 7 modules will be implemented by the following 7 EU Member states: Module one will take place in Budapest, Hungary from October 2015 Module two will take place in Tampere, Finland in January 2016 Module three will take place in Spain from April 2016 Module four will take place in France from September 2016 Module five will take place in Bulgaria from 5 9 December 2016 Module six will take place in Germany 2017 spring Module seven will be implemented online by Portugal 2017 autumn Accreditation has been provided by the Spanish accreditation Institute ANECA and the master Diploma will be awarded by the Spanish University UNED. 30 Students will follow the master programme. 28 students selected from 20 EU Members States and 2 students nominated by Europol. 2 3

Alejandro Tiana Ferrer, Rector of National University of Distance Education, Spain Gerd Thielmann, Vice-president of German Police University Dr. Ferenc Bánfi, Director of European Police College Professor Dr. András Patyi is the Rector of the National University of Public Service and a university professor at Széchenyi István University in Győr, Hungary. Professor Patyi has been playing an active role in higher education since 1994 and is teaching at Bachelor, Master and PhD level as well. Being the editor and main author of university textbooks on Administrative Law and having more than 90 publications in Hungarian and English, his academic works are currently applied at several universities. In addition to his academic career, András Patyi is involved in other areas of public service: he is the Chairman of the Codification Committee of Administrative Justice since 2015, the Chairman of the Committee of State Reform since 2014 and the Chairman of the National Election Committee since Furthermore, his professional experience includes (inter alia) being Justice at Administrative Cases Division of the Supreme Court of Hungary between 2009 and 2011 and Chief Counsellor at the Constitutional Court of Hungary between 2006 and Professor Patyi s activities extend to the international sphere as well with postgraduate studies at the University of Oxford (2010), at Queen s University in Belfast (1994) and at Amsterdam University (1993). He is currently the Hungarian Full Member of the Board of Governors at the European Institute of Public Administration (EIPA) and a Member of the European Group for Public Administration (EGPA) within the International Institute of Administrative Sciences (IIAS). Dr. Sándor Pintér is the Ministry of Interior of Hungary. Having an extensive experience both at the professional and at the political level, Dr. Pintér has been an active member of Hungarian public service. He served as Minister of Interior between 2010 and 2014 as well as from 1998 to He was the High Commissioner of the Hungarian National Police between 1991 and 1996 during which time he was appointed to Lieutenant General in Previously, he was the Commissioner of the Budapest Police Headquarters from March to September of Before being appointed to Major General in 1991, he served as Deputy Police Commissioner at the Pest County Police Headquarters where he was responsible for public security and where he had been Head of Investigation Unit between 1988 and He was Head of Criminal Department and acting Police Commissioner at the Buda Police Headquarters from 1985 to His first assignment as a senior police officer was at the Investigation Unit of the National Police Headquarters between 1978 and Dr. Sándor Pintér s career in law enforcement began as an assistant investigator at the Zugló District Police Department in 1972 where he served until The same year he graduated at the Police College of Hungary. The Minister of Interior is also a graduate of the Eötvös Loránd University where he earned his diploma at the Faculty of Law in In addition to his career and achievements in public service, Dr. Sándor Pintér has also gained experience in the private sector. Until assuming office as minister of Interior in 2010, he was the Managing President and Director General of Civil Security Service Plc. since In addition, was also member of the Board of OTP Bank Plc. where he also served as a security advisor between 1997 and

Between 2000 and 2002 Mr Gatti take part in a senior police officer basic training at the National School for senior police offices of the Belgian Federal Police in Bruxelles (Belgium) In 2008 he earned a certificate of qualification in public management at the National Institute of Public Administration in Luxembourg. In addition He took part several vocational training for senior police officers on international cooperation in crime control, conflict management and change management. Dr. Alejandro Tiana Ferrer is currently Professor of Contemporary Education Systems at the Universidad Nacional de Educación a Distancia (UNED) and Rector of this University since Previously, he was Director of UNED Rector s Cabinet before he was elected as new Rector in Until September 2012 he was Director General at the Organization of Iberoamerican States for Education, Science and Culture. He served as Secretary General of Education for the Ministry of Education and Science of Spain from He received his Ph.D. in Pedagogy from Complutense University of Madrid in His main fields of expertise include: educational policy and administration, including both basic education and vocational training; management of education systems in decentralized contexts; evaluation of education systems and institutions; international cooperation in the fields of education and training; and new, innovative educational models. Throughout Dr. Tiana s long career, he has held numerous leadership positions in the education field, serving in senior roles in both government and academia. From , he was Vice-Rector for Innovation and Evaluation at UNED. From , Dr. Tiana was at the Spanish Ministry of Education and Science in two senior roles, first as Director of the Centre for Research, Documentation and Evaluation and then as Director of the National Institute for Quality and Evaluation. Dr. Tiana served for a six year term as Chair ( ) of the International Association for the Evaluation of Educational Achievement (IEA), an independent international cooperative of national research institutions and governmental research agencies. Gerd Thielmann, senior police officer of the state police of Hesse, has become Vice-President of the German Police University (Deutsche Hochschule der Polizei/DHPol) in March 2012 and is inter alia leading the international cooperation of the University. Next to his teaching capacity as Head of Faculty Police Leadership Science at the DHPol in the years , Mr Thielmann has an outstanding portfolio of operational, managerial and international experiences. As such, he led the police headquarters Nordhessen supervising more than 1600 police officer ( ) and managed the Police Training and Education Unit at ministerial level in the federal state Hesse, being responsible for the selection of future leaders and staffing of International Police Missions. Internationally, Mr. Thielmann participated in European Union Police Mission to Bosnia and Herzegovina ( ), serving first as Chief-Advisor to State Information and Protection Agency and later as Deputy Head of Mission. Starting his police career as a patrol officer, Mr. Thielmann was and still is interested in the facilitation and development of individual skills of police officers. Ferenc Bánfi was appointed Director of CEPOL in February Prior to joining CEPOL, he headed the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM). He also acted as Senior Political Advisor to the EU Special Representative to Moldova. Before taking up this position, he worked as Project Manager of the Euro-Atlantic Advisory Team in Georgia, Ukraine, Azerbaijan and Moldova (GUAM). He has a long career within the Hungarian national police, starting in 1980, then rising steadily through the ranks to Deputy Chief Commissioner of the Hungarian National Police in 1997, before taking up the position of Head of Department for South-East European Cooperation at the Hungarian Ministry of Interior. From 2000 to 2004, he led the South-East European Cooperative Initiative Regional Center for Combating Trans-border Crime in Bucharest. 6 7
