14 MAP-21 PROVIDES FTA SIGNIFICANT NEW AUTHORITY TO STRENGTHEN THE SAFETY OF PUBLIC TRANSIT MAP-21 PROVIDES FTA ENFORCEMENT AUTHORITY Issue directives Require more oversight Impose more frequent reporting Require formula grant funds be spent to correct safety deficiencies

18 AGENCY SAFETY PLANS Adequately trained Safety Officer Safety Officer must report directly to Chief Executive Officer Comprehensive staff training program for all safety-sensitive positions Staff training be ongoing safety education

19 CSSO RESPONSIBILITIES Interact with CEO, managers, supervisors, dispatchers and front-line employees Provide information and advice to management on all safety related matters Oversee safety-sensitive employee training Oversee customer safety concerns Oversee general public safety concerns

20 CSSO RESPONSIBILITIES Conduct safety & security assessments & reviews Manage the agency s identification and mitigation process Oversee the ongoing development of the agency s safety plan

21 CSSO RESPONSIBILITIES Conduct accident, incident, unsafe behavior investigation and analysis methods to reduce and mitigate future issues Foster relationship with regulatory agencies, oversight agencies and key external stakeholders Coordinate emergency response capabilities with local emergency management
