1 Job Profile Senior Environmental Programme Adviser (N1) Environmental Support Programme, phase III Indonesia Reference number: DK /INS.01-W 1. Preliminary 1.1. Short background: Denmark has been providing support to improving environmental management in Indonesia since The first Environmental Support Programme focused on mainstreaming environment into Indonesia s national development plans and linking environmental management and poverty alleviation as well as addressing urgent needs in the aftermath of the 2004 tsunami. This initial phase was followed by a second phase (ESP2, ), which maintained the focus on improved environmental management instruments, as well as introducing support to the energy sector by encouraging the adoption of energy efficiency measures and promoting more effective natural resources management. In this third phase of the Environmental Support Programme (ESP3), Denmark supports Indonesia s development objectives for the environment (component 1), energy (component 2) and climate/natural resource management (component 3) to achieve inclusive and sustainable growth through improved environmental management and climate change mitigation and adaptation. The framework of ESP3 is the national and local action plans to reduce greenhouse gas emissions and for climate change adaptation (the RAN- and RAD- GRK, and the RAN- and RAD-API respectively). The programme is anchored in the Ministry of National Development Planning (BAPPENAS) and overall programme priorities are jointly coordinated between BAPPENAS and the Danish Embassy. A dedicated National Coordinating Unit led by the Senior Programme Adviser is responsible for daily management and implementation under the auspices of the Embassy. A central part of the programme focuses on a number of pilot projects in the province of Central Java and strategic pilot projects of national importance that will result in concrete outputs and can be replicated on a wider scale subsequently. The Danish support amounts to 270 million DKK over the period However, a nocost extension until the end of 2018 has been agreed for the pilot projects and several component 3 activities in order to achieve programme outcomes, document lessons learned and enhance sustainability. This will be the final phase of Danish development programmes in Indonesia and it is critically important that an effective transition from aid to other complementing Danish activities is facilitated through the remainder of the programme Purpose of memo: This memo describes the main tasks involved in the position and the qualifications requested from candidates to the job Expected composition of the selection committee: Applicants for the position will be selected for interview by the Danish Embassy following consultation with the local authorities. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel is expected to consist of 1

2 the Head of Development from the Embassy, a representative from the local authorities, and the consultant from Mercuri Urval A/S in charge of the recruitment process. 2. The Environmental Support Programme, phase III 2.1. The programme: The third phase of the Environmental Support Programme to Indonesia (ESP3) runs from 2013 to 2017 (with parts extended to 2018 as explained above) and has a combined budget 1 of 270 million Danish Kroner. The overall ESP3 development objective is: Inclusive and sustainable growth through improved environmental management for climate change mitigation and adaptation. Component 1 of the ESP3 supports effective implementation of consolidated environmental management and climate change policies by combining support to three thematic areas: (1) Improved implementation of existing planning and management systems by environmental management institutions (at both national and decentralized government levels) the key emphasis is on encouraging increased use of performance-based planning and budgeting to achieve better environmental results, accompanied by appropriate technical guidance, and implementation of selected pilot/demonstration projects at local government level linked to specific priority environmental activities with visible/tangible outcomes. (2) Strategic Environmental Assessment (SEA) applications at all levels of governments and all sectors selection of which SEAs to finance is based on evidence of strong political commitment, local implementation and priority to development activities of relevance for climate change mitigation and adaptation. (3) Consolidation, implementation and effective monitoring of the umbrella climate change mitigation and adaptation strategies RAN GRK as well as RAN API, including the implementation of pilot projects at local government level (under RAD GRK and RAD API). Component 2 supports the effective implementation of energy efficiency (EE), energy conservation (EC) and renewable energy (RE) by adopting a two-pronged approach. On the one hand, the national government will be strengthened in its ability to provide sound, timely and appropriate technical/policy advice to key stakeholders as well as to implement effective monitoring of the key targets established in the various policy and planning documents and the other is a concurrent support to local governments effective development and implementation of local EE, EC and RE policies. An important element of the local government support is the financing and facilitation of pilot activities aimed at demonstrating new technologies, or new organizational or financial approaches, including public private partnerships. At the decentralized level component 1 and 2 are complementary: while component 2 will focus on energy-related Green House Gases (GHG) emission reduction pilot projects, component 1 focuses on non-energy related GHG emission reduction pilot activities. Component 3 comprises a set of strategically selected initiatives (sub-components) addressing key challenges to Natural Resource Management (NRM) implementation in Indonesia and, in their combined effect, assisting Indonesia to move forward on reducing 1 This total budget includes 50 million DKK from the Fast Start Climate Change Funds (FSCCF), for more detailed information refer to the Component 3 document and overall programme budget. 2

3 carbon emissions from deforestation and degradation while contributing to ensuring and enhancing adaptation capacity, rights and livelihoods of local communities (including indigenous people). The Component 3 immediate objective has been defined as: Climate change mitigation through community based natural resources management, integrated low-emissions development plans, forest ecosystem restoration, sustainable forest management and support to the national REDD+ strategy. The planned outcomes are: - Harapan Rainforest is managed sustainably and serves as a model for ecosystem restoration and REDD+ in Indonesia and elsewhere - The REDD+ Support Facility assists the Government of Indonesia to implement the REDD+ Strategy in Indonesia and ensuring a continued focus on upholding of rights of local communities. - Key local governments have the capacity to develop integrated low-emissions development plans as part of Indonesia's nationally appropriate mitigation actions - Local natural resources and landscapes under sustainable management by local communities, leading to improved natural conditions and improved livelihoods. The programme is managed through a steering committee set-up. The Programme Steering Committee (PSC) chaired by BAPPENAS and the Danish Embassy has overall responsibility for strategic decision-making and ensuring coherence between the supported activities under the three programme components. A programme National Technical Committee (NTC) supports the PSC. Key NTC responsibilities includes provision of technical inputs and recommendations to the PSC on component technical matters, monitoring of component activities and output progress and endorsement of annual work plans and budgets (prior to PSC approval). A programme National Coordinating Unit (NCU) provides the daily management support to the NTC with support from a Provincial Coordinating Unit (4 persons) in Central Java (PCU). The NCU/PCU mandate includes advising programme partners on project preparation and implementation, design and progress supervision of pilot projects, programme administration and financial management, assisting with Terms of Reference (ToR) for international shortterm TA, annual work plan and budget preparation, monitoring and evaluation, communication, and assistance for documentation and dissemination of lessons learned and best practices. The NCU/PCU consists of 12 employees led by the ESP3 Senior Programme Adviser with a local programme administrator, secretarial and financial support staff. 3. The position 3.1. Title: ESP3 Senior Programme Adviser to the National Coordinating Unit (Senior Adviser N1) 3.2. Place of service: The ESP3 Senior Programme Adviser will work at the ESP3 offices hosted by the Indonesian authorities in Jakarta and should be willing to travel outside Jakarta as needed Terms of employment: Contract period is 2 years. The contract offers an attractive remuneration package reflecting family status, contribution to a pension scheme, health insurance and reimbursement of school fees, free housing and grant for relocation Area of responsibility/tasks: The ESP3 Senior Programme Adviser is directly responsible for component 1 and oversees and coordinates on behalf of and under the instructions of the Royal Danish Embassy (RDE) 3

4 the harmonized implementation of all the ESP3 programme outcomes. The ESP3 Senior Programme Adviser will also be responsible for daily management of the NCU/PCU, including financial management, and provide update and advice on a regular basis to the RDE on programme plans, priorities and potentials for synergy with other Danish engagement in Indonesia, especially the Strategic Sector Cooperation within energy and Danish commercial opportunities. The ESP3 Senior Programme Adviser will under the guidance of the RDE work and engage closely with all implementing partners, the International Technical Advisers (ITAs) in the Ministry of Environment and Forestry (KLHK), the Ministry of Energy and Mineral Resources (MEMR), other relevant ministries, and the province of Central Java while also seeking broader networks to further the goals of the programme. These tasks will be performed in a way that reinforces the Danish political priorities and partnership with Indonesia and that ensures visibility to Denmark and the ESP3 programme. Specific responsibilities and tasks: Lead daily management of the NCU on behalf of and under the instructions of the RDE on Adviser set-up, staff performance and prioritization of tasks; Support the members of the Programme National Technical Committee (NTC) to ensure effective implementation, management, monitoring and reporting of the projects; Support the NTC in the annual consolidation of programme monitoring information, including consolidating outcome level indicators from each component on a regular (i.e. semi-annual) basis; Support the annual programme planning and budgeting processes, including but not limited to coordinating with implementing partners and other technical advisers on the preparation of annual work plans and budgets, and ensure their readiness for Programme Steering Committee (PSC) approval; Provide guidance and assistance to implementing partners on the need to engage external short-term technical assistance (TA), preparation and approval of Terms of Reference (ToR) for such TA and ensure that all TA is appropriate and in line with the component objective, outcomes and outputs; Ensure that all inputs to the component activities are in line with the ultimate objective of developing capacity to manage environmental, energy and climate change challenges; Ensure that all programme activities are implemented in accordance with agreed plans so that the programme will disburse funds according to set deadlines and handover of activities and pilot projects; Collect, document and share results and best practices of the programme; Contribute to creating synergy between Danish development, trade and government-togovernment cooperation, especially within the field of energy, and Identify new areas where Denmark can support strategically important Indonesian priorities as part of facilitating an optimal transition from Danish development engagement to increased government-to-government and commercial cooperation. Act as resource person to the Danish Embassy as needed during ESP3 programme review preparation, implementation and follow-up; Provide additional support as requested and reasonable by the implementing partners Success criteria: Implementation of activities according to set deadlines and before completion of programme activities in 2017/2018; Effective management, monitoring and reporting of the three ESP3 components; Document and communicate results and main achievements that can inform policy development and introduction of new technology in Indonesia; 4

5 Ensure good integration between Danish support and support of other donors; Be considered a trusted adviser to both Indonesian programme partners and the Danish Embassy, develop strong networks and actively participate as a resource person in seminars and conferences falling under the remit of the programme. 4. Demand profile/qualifications 4.1 Requirements and expectations concerning the candidates formal qualifications: A minimum of masters degree in a relevant professional field such as environment and/or natural resource management, environmental engineering, institutional/organizational development, etc.; Previous leadership experience in the management of large, complex environmental or related programmes; Extensive working experience in areas related to at least one or two of the programme thematic areas (environmental management, climate change mitigation and adaptation, decentralized environmental management, energy etc.); Practical experience in process-oriented and participatory approaches and strong ability to work closely with diverse teams; Ability to communicate effectively; Relevant experience of working in developing countries. Previous working experience in the development sector in Indonesia would be an advantage; Fluency in English, ability to communicate in Bahasa Indonesia would be an advantage. 4.2 Requirements and expectations concerning the personal qualities of the candidates: Ability to work with complex problems in diverse institutions and cultural settings; Ability to take strategic and practical decisions in complex institutional settings while also having a sense of details; Flexible, open-minded and energetic; Ability to work in a political environment and at the same time in a small unit, where the advisory role may contain different issues; Good contact, cooperation, and not least communication skills; Good management and coordination skills are essential. 5.
