2 OUR ENVIRONMENT, OUR FUTURE Under the Liberals, our environment is going backwards. Energy efficiency targets were abolished, renewable energy industries have collapsed, national parks and coastlines are under threat, and rivers have been left to deteriorate. Victoria s natural features support jobs, communities, tourism, wildlife and our liveability. Labor will work in partnership with councils, local communities, environmental groups and industries to put the care and protection of our environment back on the agenda. 2
3 CLIMATE CHANGE AND RENEWABLE ENERGY Climate change is one of the most critical issues facing Victoria, and Labor believes the State Government must play a role to help us mitigate the risks and adopt adaptation strategies to respond to the threat. We want to restore Victoria s status as a model for every other state. Labor will establish the $20 million New Energy Jobs Fund to encourage investment in the renewables sector and focus on the development of technology for the generation and storage of clean energy, such as new blade technology and advanced solar energy. Liberal anti-jobs policies have ground the wind farm industry to a halt. Labor will restart the industry and support thousands of jobs by reducing the dwelling buffer zone for wind projects from 2km to 1km and opening the doors for community wind farms in the Macedon Ranges. Labor will review legislation and programs to commit to an achievable carbon emissions reduction target. We will also refocus the role of Sustainability Victoria to assist communities with Climate Change, and investigate improving the fuel efficiency of government fleet cars. 3
4 COASTS, BAYS, MARINE AND RIVER ENVIRONMENTS Thousands of Victorians visit our beaches and bays every day, but they are under threat from climate change, erosion and pollution. Labor has a proud history of protecting and enhancing the coastal environment with marine parks, improvement programs and the coastal council. An Andrews Labor Government will undertake a five-yearly State of the Bay report to monitor the health of coasts, bays and waterways. We will establish a new Marine and Coastal Act, bringing together all management and protections under the one system. Labor will introduce a Yarra River Protection Act to guard the river corridor from inappropriate development. A new trust will develop standardised planning controls for the Yarra and work with agencies to promote the river s amenity and significance. We will work with Environment Victoria, Catchment Management Authorities and Landcare groups to develop a strategy to improve our riparian land and river ways, and we will develop new management and oversight for marine parks, coasts and bays. 4
5 NATIONAL PARKS Labor has always protected our natural environment and our national parks. That s why we will not allow large scale private development in our national parks and will remove the Government s ability to grant 99 year leases. Labor will, once again, ban cattle grazing in the Alpine and Red Gum National Park, and incorporate the Anglesea Heath into the Otway National Park. Labor will also establish a new Canadian State Park and introduce new protections for the iconic Hanging Rock. We are particularly concerned about the granting of a lease to developers at Point Nepean. It is contrary to the master plan and the community s wishes. Victorians should not be denied access to this national park and Labor will rigorously test what appears to be its privatisation. Labor established the Point Nepean National Park in We ensured that the Commonwealth land and the heritage listed buildings were returning to Victoria in 2009 and added to the national park. Labor will, again, protect Point Nepean for all Victorians and seek to ensure it remains open to all Victorians. 5
6 We will immediately review the lease to determine its legal status, given it does not become operational until 2016, and look to use any powers of the Parliament to disallow it where possible. We will return Parks Victoria as the overall manager of an integrated Point Nepean Park. Labor has a long history of extending our national parks and reserves. Labor strongly supports a consensus approach in the establishment of any new national parks. We will facilitate and support the establishment of an Industry Taskforce to provide leadership to reach common ground on the future issues facing the industry, job protection, economic activity, protection of our unique native flora and fauna and threatened species, such as the Leadbeater s possum. The taskforce will have members from the forestry and forest products industry, unions, environmental groups and scientists, threatened species experts, land owners, timber communities and other relevant stakeholders. A Labor Government will consider any reasonable recommendations and proposals reached by consensus of the major stakeholders through the Industry Task Force, but will not impose solutions. 6
7 POLLUTION, WASTE AND HEALTH Pollution hurts our environment, our health and our way of life. Sadly, we saw its devastating effects in the Latrobe Valley during and after the Hazelwood Mine Fire. Labor will reopen the Mine Fire Inquiry to look into the reported spike of local deaths, and consider options for rehabilitation. In light of the appalling public health response to the Mine Fire, where the Latrobe Valley community was left without adequate advice about the air they were breathing; and ongoing concerns in many suburbs and towns about the ongoing risk of exposure to asbestos and contaminated sites, and ongoing concerns about the water quality in the Yarra river and other water ways, Labor will commission a major public inquiry into the EPA. Our inquiry will engage the community, with industry and workers in those industries to ensure that all relevant voices are heard. We want to find the best way to combine environmental protection with economic viability and growing sustainable jobs in Victoria. Labor will support jobs in the recycling industry by banning ewaste from landfill. We will work with councils and the industry to ensure recycling services are available so the implementation is fair and reasonable. We will also consider more efficient ways to use the revenue on waste going to landfill. Labor will conduct a review to preserve the health and safety of residents near Major Hazard Facilities, inquire into the exposure of former government department workers to dangerous chemicals in Ballarat, and fast track a solution for the asbestos-ridden Cheetham Sale Works site. 7
8 PRESERVING OUR DIVERSITY, ENJOYING OUR ENVIRONMENT The diversity of our natural flora and fauna boosts tourism and our economy. Labor will review the Flora and Fauna Guarantee Act and institute a state wide biodiversity strategy to protect our habitats for future generations. Labor will also review the new native vegetation regulations so they can sensibly protect sensitive vegetation. We will also work with Trust for Nature so communities can have private land protected and rehabilitated, and support Landcare facilitators who protect our environment. Labor will provide $5 million to upgrade and provide new facilities in our parks and reserves across the state. From walking paths to toilets and BBQ areas, this investment will encourage more Victorians to get outdoors and enjoy our natural environment. We will also establish an independent panel to strengthen the management of Kananook Creek an important recreational and environmental feature for locals in Frankston and Carrum. 8 For more information go to: DanielAndrews.com.au Authorised by N.
