1 Town of Essex Manager, Human Resources The Town of Essex is seeking applications from experienced, qualified persons for the position of Manager, Human Resources. The Town of Essex is located in southwestern Ontario, approximately 28 kilometres southeast of the City of Windsor. It is one of seven lower tier municipalities in the County of Essex with borders extending from the hub of the county to Lake Erie. Essex includes two urban centres (Essex Centre and Harrow) and two hamlets (McGregor and Colchester). These unique communities are surrounded by a thriving wine and agriculture industry and boast a wide range of recreational facilities, an excellent school system, and affordable living options. The current population of the Town of Essex is 19,600. Position Summary Reporting to the Chief Administrative Officer, the Manager, Human Resources is responsible for the development and implementation of human resources policies, programs and procedures as well as leading activities regarding human resources planning, recruitment and selection, collective bargaining, labour relations, training and development, health and safety, compensation, pension and benefits. QUALIFICATIONS: The successful candidate will possess: University Degree from a recognized University in Human Resources, business administration or the social sciences Minimum of 5-7 years progressive Human Resources experience Certified Human Resource Professional (CHRP) designation is considered an asset Demonstrable experience in all areas of Human Resources Management Knowledge of legislative requirements such as Occupational Health and Safety Act, Employment Standards Act, Privacy Act, Ontario Human Rights Code, Workplace Safety and Insurance Act, Labour Relations Act, etc. Ministry of Labour Joint Health and Safety Committee Certification considered an asset Strong written and oral communication skills and organization skills Must have experience in problem solving, negotiating, interviewing and research Strong computer skills, using Microsoft Office applications as well as specialized Human Resources software

3 Position Description Position Title: Department: Division: Reports To: Manager, Human Resources Human Resources Chief Administrative Office Chief Administrative Officer Summary: Responsible for the development and implementation of human resources policies, programs and procedures as well as leading activities regarding human resources planning, recruitment and selection, collective bargaining, labour relations, training and development, health and safety, compensation, pension and benefits. Position Roles and Responsibilities: 1. Core Result Area: Budgets and Finances Propose, administer and monitor the approved operating budgets for the human resources department, health and safety and wellness Monitor the corporate Staff Training and Development budget and report on when required 2. Core Result Area: Planning and Operations a) Human Resources Planning Assist with staff planning requirements in conjunction with Managers, Directors and Chief Administrative Officer Monitor job descriptions for accuracy, consistency and completeness Establish, implement and monitor performance management system and succession planning procedures b) Recruitment (January 2016) Page 1 of 4

4 Provide advice and assistance to Directors and Managers on staff recruitment Prepare notices and advertisements for vacant or new positions Schedule, organize and participate in applicant interviews Conduct reference checks as required Create hiring packages and ensure all information is received c) Labour Relations Conduct research in preparation for collective bargaining Lead collective bargaining Participate in grievance procedures Advise managers on organizational matters such as discrimination, harassment, discipline, etc. d) Training and Development Conduct training needs analyses to determine necessary and required training and development programs Develop and/or facilitate training and development programs for employees and managers Create and maintain training databases (health and safety and non-health and safety training) Monitor compliance for all regulatory training e) Health and Safety Act as Employee Safety Coordinator and member of the Joint Health and Safety Committee Complete monthly and semi-annual building inspections in conjunction of union representative Assist in investigations and reporting of accidents/incidents when required Maintain and monitor health and safety program Ensure all training is complete and updated in safety database Monitor all WSIB claims and supervise Early and Safe Return to Work initiatives f) Compensation and Benefits (January 2016) Page 2 of 4

5 Maintain existing compensation programs and propose improvements when required Participate in the job evaluation committees Maintain pay equity legal requirements Monitor benefit programs including the Employee Assistance program 3. Core Result Area: People and Performance Maintain positive working relationships with employees, the management team and the Union Day-to-day liaison with Union representatives Advise and assist managers on the interpretation and administration of the collective agreement, policies, programs and best practices Remain current with best practices, legislative changes and industry standards Maintain employee files 4. Core Results Area: Communication and Reporting Develop, recommend and implement Human Resources policies and procedures including recruitment, health and safety, compensation, etc. Inform employees about policies, job duties, working conditions, wages and opportunities for promotion Serve as a link between management and employees by handling questions, interpreting and administering policies striving to resolve work-related issues Provide research and advice on all Human Resources issues Other duties as assigned.
